FNS National Update on WIC and SNAP EBT
Hear from FNS representatives regarding the current EBT projects in the WIC and Supplemental Nutrition Assistance Program (SNAP), formerly know as the Food Stamp Program. Local Disaster Response: Emergency Assistance Through Client Assistance Cards
The American Red Cross, a humanitarian organization led by volunteers, guided by its Congressional Charter and the Fundamental Principles of the International Red Cross Movement, provides relief to victims of disasters and helps people prevent, prepare for, and respond to emergencies. This exemplary organization has broken new ground with the innovative and ingenious use of prepaid cards to deliver disaster relief benefits. Our presenters will share how they used these prepaid cards in recent natural disasters, including the 2007 San Diego County wildfires, to fulfill their mission and better serve their clients and volunteers.
In mid-September, Louisiana and Florida embarked on an unprecedented initiative to allow Buddy State disaster recovery support services in the SNAP. This support was established by Florida at the request of the Louisiana's Governor's office and Department of Social Services Secretary and allows Louisiana staff to input directly into Florida's Worker Web Application for disaster food assistance services. Once processed by Florida's eligibility system, the necessary information for EBT account set-up and benefit authorization is sent through Florida's interface to JP Morgan EFS, who then maps the data to Louisiana's database where the files are processed and benefits posted. Come hear about this landmark event in our industry!

Emerging Practices in Project Management
Given the price pressure and performance standards of many projects, organizations need whatever advantage they can get. Most projects use the "water-fall" approach to project management, which works but is subject to numerous contingencies and is unable to take advantage of improvements in time or schedule. An new approach, Critical Chain and its related Theory of Constraints (TOC), addresses these issues and offers attractive alternatives to traditional methods. This approach began emerging in the mid-90's and is catching on with compaines like Eli Lilly, AT&T, etc.

Food Fight: Improving Dietary Quality in the WIC and SNAP/Food Stamps
Both the WIC and SNAP/Food Stamps are looking to improve the nutritional value of the food benefits the programs provide. This three-part general session will describe the results of three studies of healthy foods initiatives. GAO will lead with a presentation of the results of their study on how best to provide incentives in the SNAP/Food Stamps program to encourage healthy eating. The second panel will describe the remarkable findings of a study by UCLA researchers of the farmers’ market shopping habits of low-income mothers. Finally, the California and New York WIC agencies will present the results of their pilot tests of the new WIC fruits and vegetables vouchers.
