12:30-1:30pm	Plenary II Local Disaster Response:  Emergency Assistance Through Client Assistance Cards The American Red Cross, a humanitarian organization led by volunteers, guided by its Congressional Charter and the Fundamental Principles of the International Red Cross Movement, provides relief to victims of disasters and helps people prevent, prepare for, and respond to emergencies.  This exemplary organization has broken new ground with the innovative and ingenious use of prepaid cards to deliver disaster relief benefits.  Our presenters will share how they used these prepaid cards in recent natural disasters, including the 2007 San Diego County wildfires, to fulfill their mission and better serve their clients and volunteers. In mid-September, Louisiana and Florida embarked on an unprecedented initiative to allow Buddy State disaster recovery support services in the SNAP. This support was established by Florida at the request of the Louisiana's Governor's office and Department of Social Services Secretary and allows Louisiana staff to input directly into Florida's Worker Web Application for disaster food assistance services. Once processed by Florida's eligibility system, the necessary information for EBT account set-up and benefit authorization is sent through Florida's interface to JP Morgan EFS, who then maps the data to Louisiana's database where the files are processed and benefits posted.  Come hear about this landmark event in our industry!
