Cash recirculation at ATMs in the Eurozone
All euro banknotes dispensed via ATMs in the euro area must be checked according to the requirements of the ECB Decision ECB/2010/14 on the recirculation of euro banknotes. This ECB Decision has replaced the Banknote Recycling Framework at the beginning of 2011 and in addition to credit institutions and other professional cash handlers, other economic agents, such as retailers and casinos, must also comply with the ECR procedures when distributing to the public euro banknotes via ATMs. The presentation will recall from the regulatory perspective the legal framework, the requirements and their evolution, and look at the gained experience and the development of the recirculation of euro banknotes.
Sylvain Calluaud, Senior Issuing Expert, European Central Bank

9:30 Reducing the operation cost of cash for Europe
In 2008, the total cost of distributing, managing, handling, processing and recycling cash and of accepting cash payments was 84 billion euros; equivalent to 0.60 percent of Europe's gross domestic product or 130 euros per person (Retail Banking Research: The Future of Cash and Payments, 2010). The EPC believes that actions by all stakeholders within the euro area could contribute towards reducing the high cost of processing and handling of cash.
